Work Permit for a Cook in Barcelona: Catalonia's AUT01a

In Barcelona, the Generalitat, not the Spanish state, decides the initial work authorisation (AUT01a). Why the shortage catalogue only covers ship's cooks, the fees, a cost and schedule, and a copy-paste offer template.

Updated September 27, 2026 WashokuJob

In Barcelona, the office that decides a cook's work permit is Catalan, not Spanish: the Generalitat's Department of Business and Labour rules on the initial work authorisation (application AUT01a), while Madrid still handles the visa and residence card afterwards. Spain's national shortage catalogue only lists ship's cooks, so a restaurant kitchen still runs the standard job-offer route. Budget the state fee of €21.44 per applicant (model 790, code 052) and plan for several months end to end.

This page is for owners of a Japanese restaurant in Barcelona hiring a cook from Japan. It covers what is different here: which office decides, how the AUT01a application runs, what it costs, and where the local candidates are. The national rules behind it — the labour market test in general, Spain-wide pay data and the working holiday programme's conditions — are on our Spain guide, and this page does not repeat them.

1. Barcelona in numbers

A community of roughly 1,500 people will not staff a kitchen on its own, but it is the first place to look for bilingual front of house staff and for cooks who already hold Spanish residence. Anyone who already has the right to work in Spain saves you the whole procedure below.

2. Catalonia decides, not Madrid

Under article 138.2 of Catalonia's Statute of Autonomy, initial work authorisations for foreign nationals employed in Catalonia are a competence transferred to the Generalitat. Catalonia was the first autonomous community in Spain to run this itself, and has done so since 1 October 2009, according to the Department of Business and Labour (Departament d'Empresa i Treball).

Part of the caseWho decides
Initial work authorisation for employed work (or combined residence and work)The Generalitat: territorial service directors of the Department of Business and Labour
Residence authorisationThe Spanish State: the Government subdelegation
Renewals, family reunification, NIE and foreigner identity cardThe Spanish State

The two administrations coordinate, but the practical point for an employer is simple: for a first hire from Japan into a Barcelona restaurant, you file with the Generalitat, not with a state immigration office.

3. The AUT01a application, step by step

The Generalitat's procedure for an initial residence and work authorisation for employed work is coded AUT01a. According to its own pages:

Filing in Catalonia does not change the substance of the test: the national employment situation must still allow the hire, the contract must still be proper, and pay must still clear the legal minimum. Those general rules are covered in the Spain guide; this page only covers what Catalonia adds or changes.

4. Why the shortage catalogue does not help

Spain's catalogue of hard-to-fill occupations (Catálogo de Ocupaciones de Difícil Cobertura) lets an employer skip the labour market test for listed jobs. The catalogue for the third quarter of 2026 was published in the Boletín Oficial del Estado on 2 September 2026. Its only cooks are ship's cooks (cocineros de barco), listed with other merchant navy jobs for all coastal provinces plus Lleida and Madrid.

Barcelona is a coastal province, so "cocineros" does appear on its list. That entry is for cooks on merchant ships, not restaurant kitchens. A Barcelona sushi restaurant cannot use it, whatever the job title on the vacancy.

A restaurant cook therefore goes through the ordinary job offer route: register the vacancy with the public employment service and obtain documentation showing it could not be filled locally. In Catalonia, that service is the Servei d'Ocupació de Catalunya (SOC). We could not confirm from the pages available to us the exact name of the certificate SOC issues for an AUT01a file, so ask your SOC office or the Generalitat's foreign worker helpline what document to request, and get that answer in writing before you plan a filing date around it.

5. Setting pay in Barcelona

Royal Decree 126/2026 set Spain's minimum wage (salario mínimo interprofesional) for 2026 at €1,221 a month, paid in 14 instalments, or €17,094 a year. That is the legal floor everywhere in Spain, Barcelona included, and no experienced cook should be offered exactly this figure.

The hospitality collective agreement (convenio) for the province of Barcelona sets its own grade minimums above the SMI, and that grade minimum, not the SMI, is normally what your contract has to clear. We could not confirm the current table for the cocinero and jefe de cocina grades in time for this page; get the latest figures from your gestor or from the employers' association (Gremi de Restauració de Barcelona) before you fix an offer. Whatever that floor turns out to be, treat it the same way as the SMI: a legal minimum, not a competitive offer. Bilingual, sushi-trained cooks in a city with this much Japanese dining demand can expect meaningfully more; see sushi chef salary by country for the official comparisons that exist elsewhere in Europe as a cross-check.

Spain and Japan have run a working holiday programme since 2017, and Japan's foreign ministry lists up to 700 places a year for Japanese nationals. Working holiday makers already in Barcelona are worth including in a local search: they can work immediately, with no AUT01a needed. The programme is temporary by design, so if you want to keep someone long term, start the AUT01a process well before their stay ends, not after. Programme conditions are in the Spain guide.

6. Cost and schedule for one hire

Confirmed government charges for one AUT01a case, at today's published rates:

ItemAmount
Tasa 790, code 052 (residence and work authorisation)€21.44
Work authorisation processing charge (Generalitat, paid online or at a bank)Confirm current amount with the Generalitat before filing
TIE foreigner card, translations, apostilles, agent or lawyer fees, flights, relocationYour quotes

We list the €21.44 state fee because it is published and dated; the Generalitat's own processing charge changes and was not confirmed on the pages we could access in time for this page, so do not budget from memory. A working backward schedule, using published steps rather than an official total processing time, which the Generalitat does not publish:

WhenStep
16+ weeks before startRegister the vacancy with SOC and begin the local search in parallel. Confirm the AUT01a fee and the current convenio grade minimum.
14 weeks beforeAgree terms with the candidate in Japan. Collect employment references and qualification documents, translated where needed.
12 weeks beforeFile the AUT01a electronically with SOC's documentation attached, and pay the fee.
Allow 2 to 4 monthsGeneralitat decision. This range is a planning allowance, not a published processing time; confirm current waiting times with the Generalitat when you file.
After approvalThe cook applies for the visa at the Spanish consulate in Japan, then travels and completes the residence and TIE steps with the Spanish State.

7. Copy-paste offer summary for your candidate

Send the candidate a short written summary of the offer in Japanese before you file, so there is no confusion later about pay, hours or who pays what:

採用条件のご案内(バルセロナ)
勤務先:[店舗名](バルセロナ市)
職務:[職種名、例:寿司職人 / 料理長]
就労許可の種類:カタルーニャ州政府によるAUT01a(雇用による初回在留・就労許可)

English gloss for your own records: restaurant name and Barcelona location, role, permit route (AUT01a via the Generalitat), gross monthly salary and payment schedule, contract length and probation, target start date (flagged as subject to the authorisation timeline), who pays for housing and travel, and who covers which fees.

8. A Barcelona hiring plan

  1. Search locally first. Barcelona holds most of Catalonia's Japanese residents, and a working holiday maker already in the city needs no AUT01a at all.
  2. For a hire from Japan, register the vacancy with SOC and ask directly what document it issues as evidence for an AUT01a file.
  3. Confirm this year's AUT01a processing charge and the Barcelona hostelería convenio grade minimum before you fix the offer.
  4. Send the candidate the written offer summary above, then file the AUT01a electronically with the qualifications evidence attached.
  5. Once granted, the cook applies for the consular visa in Japan; the Spain guide covers that stage and the TIE card that follows.

Expiring figures: Spain's SMI is set annually (next expected around February 2027); the shortage catalogue is reissued each quarter (next edition around December 2026); the Generalitat's AUT01a processing charge changes independently of the state fee. Next check: January 2027.

Frequently asked questions

Who decides a work permit for a cook from Japan hired in Barcelona?

The Generalitat de Catalunya, through application AUT01a, decides the initial work authorisation. The Spanish State still handles the residence authorisation, the consular visa and the TIE foreigner card, so both administrations are involved at different stages.

Does Spain's shortage occupation catalogue help a Barcelona restaurant?

No. The only cooks on the current catalogue are ship's cooks (cocineros de barco), listed for coastal provinces including Barcelona. A restaurant kitchen still has to go through the standard job-offer route with the labour market test.

What does the AUT01a application cost?

The confirmed state charge is €21.44 (tasa 790, code 052). The Generalitat also charges its own work authorisation processing fee, which we could not confirm in time for this page; check the current amount directly before filing.

How long does it take to bring a cook from Japan to Barcelona?

The Generalitat does not publish a fixed processing time. Plan for several months from filing to the Generalitat's decision, then add the consular visa step and travel time in Japan before the cook can start.

What should we pay a cook in Barcelona?

At minimum, the 2026 SMI of €1,221 a month, or the higher grade minimum set by the Barcelona hostelería convenio if that applies to your business, whichever is higher. Neither is a market rate for an experienced, bilingual cook; budget above both.

Can a working holiday participant work for us while we sort out sponsorship?

Yes. Spain's working holiday programme with Japan lets up to 700 Japanese nationals a year work without a separate work authorisation. It is temporary, so start the AUT01a process well before the person's stay ends if you want to keep them.
