Hire a Japanese Chef in Brazil: Local Pool, Visa, Pay

Brazil added 1,670 Japanese restaurants in two years and 90% of its Japanese nationals are permanent residents. Why to search locally first, the 2026 minimum wage and how to price a chef from Japan, the work visa route as a document checklist, and the two-thirds rule worked through on headcount and payroll.

Updated September 27, 2026 WashokuJob

Brazil added more Japanese restaurants between 2023 and 2025 than any country except Indonesia, and nine in ten Japanese nationals there are already permanent residents. Search locally first: a resident chef needs no visa at all. If you do sponsor from Japan, the route is an employment contract, a residence authorisation from the Ministry of Justice and Public Security, then a temporary work visa at a consulate. Brazil's 2026 national minimum wage is R$1,621 a month, a floor for the team, not a chef's rate, and the two-thirds Brazilian staff rule is measured on payroll as well as headcount.

This page is for an owner in São Paulo, another Brazilian city, or a Japanese group expanding into Brazil, deciding between the large settled local pool and a sponsored hire from Japan. It covers the national visa route, pay and the CLT nationality rule. For São Paulo specifically, where the candidates are and how to write the local ad, see hiring a Japanese chef in São Paulo. For the other fast growing Latin American market, see our Mexico guide.

1. The fastest growing large market

Those figures only count Japanese nationals; Brazilians of Japanese descent who do not hold Japanese nationality are not in them. A 59% jump in restaurant count in two years also means more competition for the same experienced cooks, not just more restaurants to staff quietly. Budget more time for recruitment than the raw growth number suggests.

2. Start with the local pool

Compare the Gulf or India, where almost all Japanese nationals are on assignment. In Brazil, nine in ten are permanent residents. A Japanese national with permanent residence does not need a work visa to join your kitchen, and neither does a Brazilian citizen of Japanese descent trained in Japanese cooking. That makes a local search the first step, not a formality: it is faster, avoids the immigration process, and tells you what the market pays.

For São Paulo specifically, including how to write the ad in Portuguese and Japanese and how to screen Nikkei candidates, see our São Paulo guide. Look to Japan when the local search does not produce the level you need, typically a head chef who will set standards and train the team.

3. Pay: the 2026 minimum wage and the chef rate

Brazil's national minimum wage for 2026 is R$1,621 a month (checked 27 September 2026). That is a floor for the whole labour market, not a chef's rate, and collective agreements (convenções coletivas) negotiated under CLT Article 611 commonly set a higher floor for cooks in a given city and sector. We did not find an official Brazilian salary statistic for Japanese or sushi chefs specifically, so we are not quoting one.

Set the offer in three steps instead:

  1. Ask your accountant which collective agreement covers your restaurant and what minimum it sets for cooks in your city. This is the number CLT actually ties you to, not the bare national minimum.
  2. For a chef sponsored from Japan, start from their Japan pay. MHLW's 2025 survey puts regular pay for cooks in Japan at ¥286,600 a month plus a ¥351,600 annual bonus, about ¥3.79m a year. Price the move against that figure.
  3. Run the payroll share, not just the headcount, before you fix the number (section 5). A single well paid head chef can break the two-thirds test even when your headcount is fine.

For international comparisons where an official figure exists, see sushi chef salary by country.

4. The work visa route, as a document checklist

Brazil's Migration Law (Law 13,445 of 2017) and its regulating decree (Decree 9,199 of 2017, as amended by Decree 12,657 of 2025) provide a temporary visa for work. Two steps follow from the decree:

  1. Residence authorisation first, requested from the Ministry of Justice and Public Security before the visa is issued (Article 38, paragraph 9). Decree 12,657 of 2025 moved this from the Ministry of Labour, which older guidance may still name.
  2. Then the temporary work visa, which the chef applies for at a Brazilian consular post once the authorisation is granted.

The detailed education, experience and document requirements for the work visa sit in a separate joint act of the Ministry of Justice and Public Security and the Ministry of Foreign Affairs (Article 38, paragraph 8), not in the decree itself. We could not retrieve the current text of that act from the official portal. Rather than guess at thresholds, start assembling the documents a foreign hire almost always needs, and confirm the exact list with the Ministry's labour immigration portal before you file:

Start collecting the employment certificates early; they take the longest to obtain once the chef has already resigned in Japan.

In Brazil the best first move is almost always a local search. If you do sponsor, the sequence is: employment contract, residence authorisation from the Ministry of Justice and Public Security, then the temporary work visa at a Brazilian consulate.

5. The two-thirds rule, worked through

Brazil's Consolidation of Labour Laws (CLT) requires businesses with three or more employees in commercial activities, explicitly including hotels, restaurants, bars and similar establishments (Article 352), to keep at least two thirds Brazilian employees (Article 354), unless a lower proportion is set for the activity. The proportion applies to both the total workforce and the payroll (Article 354). Article 353 treats as Brazilian, for this purpose, foreigners resident more than ten years with a Brazilian spouse or child, and Portuguese nationals.

TeamHeadcount test (two thirds Brazilian)Payroll test (two thirds of pay to Brazilians)
Six staff, one Japanese head chef5 of 6 Brazilian = 83%. Passes easily.Fails once the head chef's pay exceeds about 50% of total payroll. A chef on R$8,000 against five Brazilian staff averaging R$1,800 each (R$9,000 total) is already at 47% of a R$17,000 payroll, close to the line, and any raise or bonus can tip it.
Ten staff, one Japanese head chef9 of 10 Brazilian = 90%. Passes easily.More headroom: even a well paid head chef is a smaller share of a larger payroll, but still worth checking every time pay changes.

The fix when the payroll test is tight is not to under-pay the chef. It is to add Brazilian headcount, structure part of the chef's package as items that are not "pay" in the CLT sense your accountant applies (confirm which, if any, qualify), or accept a smaller kitchen leadership premium and rely more on the local sous chef and team. Run both calculations with your accountant before you set the salary, not after you have made the offer.

6. Cost and schedule

We could not find a published consular or Ministry of Justice fee schedule for the residence authorisation or the temporary work visa at the time of writing.

8. What to do this week

Figures that expire: Brazil's minimum wage is reset annually, typically each January; recheck after that if you are relying on the R$1,621 figure. The joint act setting detailed work visa requirements could not be retrieved from the official portal at the time of writing; check directly before filing. Next check: January 2027.

Frequently asked questions

Should we hire locally or sponsor a chef from Japan in Brazil?

Search locally first. Nine in ten Japanese nationals in Brazil are permanent residents who need no work visa, and Brazilians of Japanese descent trained in Japanese cooking are also in the local pool. Sponsor from Japan mainly for a head chef role the local search cannot fill.

How much should we pay a Japanese chef in Brazil?

We found no official figure for Japanese or sushi chefs specifically. Brazil's 2026 national minimum wage, R$1,621 a month, is a labour market floor, not a chef's rate; ask your accountant which collective agreement sets the real floor for cooks in your city, and price a chef sponsored from Japan against their Japan salary, about ¥3.79m a year including bonus.

What is the two-thirds rule and how does it work?

CLT Articles 352 to 354 require restaurants with three or more staff to keep at least two thirds Brazilian employees, measured on both headcount and payroll. A six-person team with one well paid Japanese head chef can pass the headcount test easily and still fail the payroll test if the chef's pay approaches half the total wage bill.

What is the work visa route for a chef coming from Japan?

An employment contract, then a residence authorisation from the Ministry of Justice and Public Security (moved there from the Ministry of Labour by Decree 12,657 of 2025), then a temporary work visa at a Brazilian consulate. The detailed education and experience requirements sit in a separate joint act we could not retrieve; confirm the current list with the Ministry before filing.

What happens after the chef arrives in Brazil?

Complete migrant registration with the Federal Police and employment registration (Carteira de Trabalho and eSocial) with your accountant. With an estimated 12,000 Japanese nationals in São Paulo alone, finding a Japanese-speaking colleague to help with the first weeks is easier here than in most markets.

General information gathered from official legal texts in September 2026, not legal or immigration advice. Brazil's work visa requirements were restructured by Decree 12,657 of 2025; confirm the current requirements with the Ministry of Justice and Public Security, the Brazilian consulate and your accountant before acting.
