Hiring a Japanese Chef in Dubai: Pay, Total Cost and MOHRE Steps

How a Dubai restaurant sets a Japanese chef's package with no official pay data, the first year cost including MOHRE and GDRFA fees and gratuity, hiring by transfer from another UAE employer, a week by week plan, and what could not be verified on MOHRE.

Updated September 27, 2026 WashokuJob

No official source publishes what a chef earns in Dubai, and the Dubai sushi ads we checked in September 2026 gave no pay. You set the package yourself: basic salary plus housing, transport and food, priced against what the chef earns in Japan. On top, the employer pays the MOHRE work permit (AED 250 to 3,450), about AED 450 in GDRFA visa fees, health insurance, flights and a gratuity of 21 days' basic pay a year.

For owners and F&B leads at Dubai restaurants and groups, often preparing an opening. This page covers Dubai pay, where the candidates are, the cost of one hire and a timetable, with the UAE federal rules kept short. There is no separate UAE country page: for a head office planning the opening team from Japan see opening in Dubai, and for a restaurant in Abu Dhabi see hiring a Japanese chef in Abu Dhabi.

1. What to pay a Japanese chef in Dubai

The UAE has no statutory minimum wage and publishes no pay statistic for chefs that we could find. These are the figures that do exist:

Sushi and Japanese chef ads in DubaiNo usable pay figure in about 20 adsIndeed UAE, checked 27 September 2026

The ads tell you who you are competing with: Park Hyatt, Four Seasons, One&Only, Marriott, Mandarin Oriental and Radisson were all hiring sushi or Japanese chefs. Expect candidates to compare your offer with theirs as a whole package, accommodation and transport included, not as a basic salary.

How to set the number:

  1. Start from Japan. The chef will compare your package with their pay at home in yen. The UAE levies no personal income tax, which helps you.
  2. Split the package. Basic salary, housing (or provided accommodation), transport and food, each on its own line. The gratuity is calculated on basic pay, so a low basic with large allowances will be noticed.
  3. Add an annual flight home. The law does not require it, but a chef from Japan expects it.
  4. Price the role, not the passport. A head chef who opens the kitchen and a cook who rolls maki are different jobs. The title you register with MOHRE must match the work.

2. Where the candidates are, and hiring by transfer

Japan's foreign ministry counted 3,433 Japanese nationals in Dubai on 1 October 2025, up 13.2%, and 5,300 in the UAE. Only 232 were permanent residents. Almost everyone else holds a residence tied to a job or a family sponsor. MAFF counted about 190 Japanese restaurants in the UAE in 2025, up 20 on 2023.

So a Japanese chef already in Dubai almost always has an employer, and most senior hires come from Japan or a third country. When you do find one locally, the route is a transfer work permit from MOHRE, valid for two years. What the law says about the move:

3. MOHRE, GDRFA and Emiratisation, in short

What we could not verify on MOHRE (checked 27 September 2026). The UAE portal's page on professional levels lists MOHRE's nine levels but shows no text where the skilled work conditions should be, and MOHRE's own service pages did not load for us. So we cannot tell you: which level MOHRE assigns to a head chef, chef or cook; what makes a chef count as skilled; where a company in category A, B or C falls within the AED 250 to 3,450 fee; how long a work permit takes; or the Emiratisation target for 2026 onward in the 20 to 49 employee tier. The skill level decides whether the chef counts toward your Emiratisation base, so confirm it with MOHRE or your typing centre before you choose the job title.

The sequence is offer letter, contract, MOHRE work permit, then the GDRFA entry visa and residence permit. The occupation must match the business activity on your trade licence, so check that the licence covers restaurant operation. Emiratisation applies if you have 50 or more employees (2% more Emiratis in skilled jobs each year, 10% by 2026) or 20 to 49 employees in one of 14 activities that include hospitality (one Emirati hired in 2024 and another in 2025, with fines of AED 96,000 and AED 108,000). It does not stop you hiring a Japanese chef, but it changes the headcount you plan.

4. What one hire costs you

Fees below are from official pages. The salary line is an illustration we chose to show the arithmetic, not a market rate: a package of AED 10,000 a month, of which AED 6,000 is basic. Replace it with your own.

5. Week by week to an 11 January 2027 start

MOHRE's processing time is the one step we could not verify, so build slack around it. GDRFA lists 48 hours for both the entry visa and the residence permit.

7. What to do this week

Figures that expire: MOHRE and GDRFA fees change without a fixed cycle; the Emiratisation targets were set to 2026 and later targets were not published when we checked; JETRO updates its cost survey each year; MHLW publishes the wage structure survey each spring; the job ad check is from 27 September 2026.

Questions employers ask

How much does a Japanese chef earn in Dubai?

We found no official figure, and the Dubai sushi ads we checked did not state pay. JETRO's 2025 survey puts restaurant floor staff at AED 2,500 a month basic. Build the chef's package from basic pay, housing, transport and food, and compare it with what the chef earns in Japan.

What does the employer pay to bring a chef to Dubai?

The MOHRE work permit (AED 250 to 3,450), the GDRFA entry visa (AED 210) and residence permit (AED 240), health insurance, the medical test and Emirates ID, and flights. The law bars you from charging recruitment costs to the worker.

Can I hire a Japanese chef who already works in Dubai?

Yes, with a MOHRE transfer work permit. If they are still on probation, they must give a month's notice and you must repay their current employer's recruitment costs unless agreed otherwise.

Does Emiratisation apply to a Japanese restaurant?

It can. Companies with 50 or more staff have skilled job targets, and companies with 20 to 49 staff in listed activities, which include hospitality, must hire Emiratis. Targets for 2026 onward in the smaller tier were not published when we checked.

How long does the whole process take?

Plan about 14 weeks from licence check to first shift. GDRFA lists 48 hours for each visa step, but we could not verify MOHRE's processing time, so leave slack there.

General information checked against official UAE and Japanese sources on 27 September 2026, not legal or immigration advice. The salary in the cost table is an illustration, not market data. Confirm fees and classification with MOHRE, GDRFA Dubai or your typing centre before acting.
