Hire a Japanese Chef in Abu Dhabi: ICP, Insurance and ADAFSA

Most of what a restaurant needs to know about hiring a Japanese chef in the UAE is federal: the work permit from the Ministry of Human Resources and Emiratisation (MOHRE), the Labour Law and the Emiratisation targets. This guide covers what changes when the restaurant is in Abu Dhabi: which authority issues the residence visa, the emirate's health insurance law, and the food safety training every food handler must pass.

1. Abu Dhabi in the UAE numbers

• Japan's foreign ministry (MOFA) counted 5,300 Japanese nationals in the UAE on 1 October 2025, up 11.0% in a year, of whom only 232 were permanent residents.
• MOFA reports Dubai separately, at 3,433. It does not publish a figure for Abu Dhabi. That leaves about 1,900 Japanese nationals across the other emirates combined, Abu Dhabi included.
• Japan's agriculture ministry (MAFF) counted 190 Japanese restaurants in the UAE in 2025, up 20 on 2023, without a split by emirate.

The practical reading: the Japanese community in Abu Dhabi is a fraction of Dubai's, and almost all of it is tied to employers. Expect to recruit a senior chef from Japan or a third country, or to hire a chef already working in Dubai through a transfer permit.

2. What is the same as Dubai

The federal framework applies across the emirates. According to the UAE Government portal as of September 2026:

• MOHRE issues 13 types of work permit. The permit to recruit a worker from outside the UAE is valid for two years.
• The cost of issuing and renewing a work permit ranges from AED 250 to AED 3,450, depending on whether MOHRE classifies your company in category A, B or C.
• The standard employment visa is valid for two years and renewable.
• Emiratisation targets apply to companies with 50 or more employees (2% a year in skilled jobs, 10% by 2026) and to companies with 20 to 49 employees in 14 activities, which include hospitality services.

3. Residence visa: ICP, not GDRFA Dubai

The UAE portal lists two authorities for work residence: the General Directorate of Residency and Foreigners Affairs (GDRFA) for Dubai, and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) for residency permits generally. An Abu Dhabi restaurant deals with ICP for the chef's entry permit, residence visa and Emirates ID. A group with sites in both emirates will therefore deal with two immigration authorities, even though the MOHRE work permit is the same.

Visa and Emirates ID fees are set by ICP and change. We have not quoted them here; check the current amounts on ICP's channels or with your typing centre before you budget.

4. Health insurance is the employer's bill

Abu Dhabi has its own health insurance law, Law No. 23 of 2005, published by the Department of Health. Its provisions are direct:

• The employer is responsible for providing basic health insurance cover for its employees and their dependants. The dependants covered are the spouse and up to three children under 18.
• The employer bears the cost and may not pass any part of it on to the employee.
• An employer may not apply for a work visa for an employee without evidence of subscription to the health insurance scheme.
• Immigration will not issue or renew a residence permit unless the health insurance policy is enclosed.

5. Food safety training for every food handler

The Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) runs the Essential Food Safety Training programme. According to the Abu Dhabi Media Office in March 2026:

• The training is mandatory for food handlers in Abu Dhabi food establishments, under Food Law No. 2 of 2008 and Resolution No. 6 of 2020.
• It is offered in five languages: Arabic, English, Hindi, Urdu and Malayalam. Japanese is not one of them.
• 39,000 people completed it in 2025, and about 300,000 food handlers have been trained since it started in 2008. Examinations are run through ADAFSA's Ghars platform.

For a Japanese chef with limited English, this is a real hurdle in the first weeks. Plan study time before or just after arrival, and consider pairing the chef with a bilingual colleague for the course. Our guide to onboarding a chef from Japan covers the first month.

6. Step by step for an Abu Dhabi hire

1. Confirm your trade licence covers restaurant operation and check your MOHRE company category.
2. Count headcount against the Emiratisation tiers, including the hospitality activity rule for 20 to 49 employees.
3. Get a quote for Abu Dhabi health insurance for the chef and any dependants.
4. Recruit, including a practical test, and issue the offer letter with insurance, housing and flights set out.
5. Apply for the MOHRE work permit, then the entry permit and residence visa through ICP.
6. On arrival: medical, Emirates ID, bank account and enrolment in the ADAFSA food safety training.
