Hiring a Japanese Chef in Amsterdam: Housing, Pay, Search

What UWV accepts as housing proof, Amsterdam and Amstelveen room costs, Horeca pay bands from cook to head chef, a documented three-month search calendar, and when a head chef can skip it via IN Amsterdam.

Updated September 27, 2026 WashokuJob

Amsterdam has no special rule for Japanese cooks: since 1 July 2024, UWV assesses them like any other job, which means a documented three-month EU search plus housing you can prove is safe and clean, arranged before you apply. Budget a room at roughly €800 to €850 a month in Amstelveen or Amsterdam, and pay bands of roughly €2,500 to €3,300 for a cook, €2,900 to €3,700 for a senior sushi chef, and €3,200 to €4,000 for a head chef under the Horeca collective agreement. A head chef paid above €5,942 a month can skip the search entirely as a highly skilled migrant, if your restaurant is an IND recognised sponsor.

This page is for owners and managers of Japanese restaurants in Amsterdam and Amstelveen. It covers what is specific here: proving housing to UWV's standard, realistic local pay bands, and the documented search calendar. The national Dutch work permit rules are explained in full in our Netherlands guide and only summarised here.

1. Where the Japanese community lives

For recruiting, advertise where Japanese speaking residents actually are: Amstelveen as well as Amsterdam itself, in Japanese as well as Dutch and English. Amstelveen has a Japanese school, Japanese grocers and a community association built around decades of Japanese corporate residents; a notice through any of them reaches people who do not search Dutch job boards. With more Japanese restaurants competing for the same pool than a few years ago, budget more time for this than in 2023.

2. The Dutch rules, in brief

Since 1 July 2024, UWV assesses applications to employ Asian cooks the same way as any regular job. The employer must report the vacancy to UWV at least five weeks before applying, search for a suitable EU/EEA or Swiss candidate for at least three months on more than one channel, pay a salary appropriate to the position, and arrange safe, clean housing. The full procedure, including the single permit (GVVA), fees and the highly skilled migrant alternative, is in our Netherlands guide. This page covers only what is specific to Amsterdam: housing, local pay and where to search.

3. Housing: proof, cost and lease structure

Of UWV's conditions, housing is the one Amsterdam employers most often underestimate, since it is not a box to tick but a standard UWV can question. UWV publishes no fixed checklist of acceptable documents, so employers who have been through the process report providing, and having accepted:

On cost, room rental trackers for September 2026 (not an official government statistic, but the closest current figure available) put an average room at roughly €850 a month in Amsterdam and €800 a month in Amstelveen. A studio or small self-contained flat, which better matches "safe and clean" for a single arriving cook, runs higher; treat these room figures as a floor, not a target.

Three lease structures Amsterdam employers actually use:

Write the arrangement into the employment contract itself: who pays, for how long, what happens if either side ends the job early, and whether the room is available to a replacement hire. Our guide to relocation packages for chefs covers the wider package.

4. Amsterdam pay bands: cook to head chef

The Dutch statutory minimum wage for workers aged 21 and over is €14.71 an hour from 1 January 2026 and €14.99 from 1 July 2026, a floor of roughly €2,550 to €2,600 a month at 40 hours a week. That is not what UWV expects for a sponsored role: it requires pay appropriate to the position, which in practice means the Horeca collective agreement grade for the job. Using that agreement's published function groups, indicative gross monthly pay bands are:

RoleHoreca function groupGross monthly (indicative)
CookV to VI€2,505 to €3,289
Senior sushi chef / chef de partieVII€2,901 to €3,679
Head chefVIII€3,176 to €4,028

These bands come from published salary guidance built on the Horeca CAO's scales rather than an official government wage census by kitchen role, so treat them as a starting range and confirm the exact function group with the CAO's own reference function register before finalising an offer. Also worth noting: a head chef near the top of function group VIII is close to, but usually still under, the €5,942 kennismigrant floor in section 6 on base pay alone.

The three-month EU/EEA search is what decides your timeline, and UWV expects it documented, not just conducted. Keep a folder with:

WhenStep
Week 0Write the job description with the skills that justify a specialist hire, not a generic cook role. Report the vacancy to UWV.
Weeks 0 to 12Run the search on at least two channels in the Netherlands and the wider EU/EEA. Log every applicant as you go, not retrospectively.
Around week 10Secure the housing arrangement in section 3, so the application is not held up by a missing lease.
Week 13, once the 3-month search and 5-week notification are both satisfiedSubmit the single permit (GVVA) application to the IND, with your search file and housing confirmation attached.
After submissionAllow further weeks for a decision; see the Netherlands guide for the published fee and typical processing notes.
On arrivalRegister the cook with the municipality; see section 6 for the faster route through IN Amsterdam where it applies.

6. Head chefs: skipping the search via IN Amsterdam

The Dutch highly skilled migrant (kennismigrant) route avoids the three month labour market search, but only works for well paid roles at an IND recognised sponsor. The IND's gross monthly thresholds for 2026:

CategoryGross per month (2026)
Highly skilled migrant, 30 or older€5,942
Highly skilled migrant, under 30€4,357

Two IND rules matter here. Holiday allowance does not count toward the threshold, nor do uncertain, irregular pay elements such as overtime and tips, so a head chef's package built on service charge will not qualify however high it runs in practice. For employers in the Amsterdam area, IN Amsterdam, the city region's service for international newcomers, handles appointments for highly skilled migrants of recognised sponsors, and a migrant registering in Amsterdam or Amstelveen gets their citizen service number (BSN) at the appointment itself, faster than the two days IN Amsterdam quotes elsewhere.

7. An Amsterdam hiring plan

  1. Recruit locally first, including in Amstelveen and among Japanese speakers already in the Netherlands, through the community channels in section 1.
  2. If hiring from Japan, report the vacancy to UWV and run the documented three month search in section 5, on more than one channel.
  3. Secure housing on one of the lease structures in section 3 before you apply, and write it into the contract.
  4. Set pay against the Horeca function group in section 4, not the statutory minimum.
  5. For a well paid head chef, check whether you are, or can become, an IND recognised sponsor and whether fixed pay alone clears the highly skilled threshold.
  6. On arrival, register the cook with the municipality; IN Amsterdam gives same-day BSN issuance for highly skilled migrants in Amsterdam and Amstelveen.

For interview preparation, see sushi chef interview questions.

Expiring figures: the statutory minimum wage and IND income thresholds (both revised each January, the minimum wage again each July), and the Amstelveen population count (revised annually). The room rental and Horeca function group pay figures are commercial and CAO-derived estimates, not an official government wage census, and are worth re-checking before you set an offer. Next check: January 2027.

Frequently asked questions

What does UWV accept as proof of housing for a sponsored cook?

UWV does not publish a fixed document list, but employers who have gone through the process report needing a signed lease or landlord confirmation in the worker's or company's name covering the early months of employment, a description of the accommodation, and payment terms that match the employment contract. Arrange this before you apply, not after arrival.

How much does housing cost in Amsterdam or Amstelveen?

Room rental data checked in September 2026 puts an average room at roughly €850 a month in Amsterdam and €800 in Amstelveen. A self-contained studio, which better matches UWV's "safe and clean" standard for a single arriving cook, costs more; treat these figures as a floor.

What should an Amsterdam restaurant pay a cook, a senior sushi chef and a head chef?

Indicative Horeca collective agreement bands are roughly €2,505 to €3,289 a month gross for a cook, €2,901 to €3,679 for a senior sushi chef or chef de partie, and €3,176 to €4,028 for a head chef. These come from published guidance on the CAO's scales rather than an official kitchen-specific wage census, so confirm the exact function group before finalising an offer.

Can a head chef skip the three month labour market search?

Yes, through the highly skilled migrant (kennismigrant) route, if your restaurant is an IND recognised sponsor and base pay alone, excluding holiday allowance and variable elements like tips, reaches €5,942 a month (or €4,357 under 30) in 2026.

Where do I find Japanese speaking candidates around Amsterdam?

Amstelveen, just south of the city, has the area's most established Japanese community, with a Japanese school, Japanese grocers and a community association built around decades of Japanese corporate residents. Advertise there in Japanese as well as Dutch and English, in addition to a standard Dutch job search.

General information gathered from official sources in September 2026, not legal or immigration advice. Dutch thresholds change every January and July; confirm with UWV, the IND or a qualified adviser before acting.
