Japanese Chef in Myanmar: Duty of Care Before Visa

MOFA's risk levels, four placement options (relocate, rotate, remote support, exit), a duty-of-care structure with insurance and withdrawal triggers, the DICA renewal calendar, and what JETRO does and does not confirm.

Updated September 27, 2026 WashokuJob

Placing a Japanese chef in Myanmar is a duty-of-care decision before a visa question: MOFA rates the whole country Level 2 or higher, with parts under a Level 3 do-not-travel advisory. If you go ahead, a Companies Law entity can sponsor a business visa and DICA-recommended stay permit, but the permit's length varies and JETRO does not describe a separate work permit. This guide sets out what can be confirmed, a duty-of-care structure, and a lower-risk alternative: short training visits instead of relocation.

This page is for a Japanese group or operator with, or considering, a Yangon outlet, deciding whether to place, keep, rotate or withdraw a Japanese chef. Thailand and Cambodia have clearer rules; see our Thailand guide and Cambodia guide.

1. The MOFA advisory, and what it means for a hire

Japan's Ministry of Foreign Affairs rates the whole of Myanmar at Level 2 or higher on its travel risk scale. In its notice of 16 December 2025:

MOFA cites continuing clashes between the military and opposition forces since 1 February 2021, air strikes in several regions, and the risk of tighter controls around elections scheduled in phases from December 2025 to January 2026. For an employer this is the starting point, not a footnote: sending a chef somewhere their own government advises against visiting is a decision for whoever signs the assignment letter, and candidates read the same advisory before they say yes.

A falling expatriate population, a small and roughly stable restaurant count, and no local pool of Japanese chefs; every option below assumes recruiting from Japan or reassigning someone posted nearby.

2. Four options, not one decision

Treat this as a placement decision with four live options, not a binary hire-or-don't.

OptionVisa mechanicsDuty-of-care loadFits best when
Relocate long termDICA recommendation, stay permit of uncertain length, renewed 90-120 days aheadHighest: full-time exposureEstablished outlet, a chef who volunteered with eyes open, strong local support
Rotate shorter postingsSame DICA route; plan around the shortest permit you have actually been issuedModerate: shorter continuous exposureA group with chefs willing to serve 3-6 month rotations
Remote support, short visits70 day business visa per visit; confirm activity scope first (section 4)Lower: repeated short-notice travelA capable Myanmar head cook needing periodic training, not daily supervision
Exit or pauseWind down the sponsor's visa obligationsNone ongoingThe advisory tightened, or the incumbent's permit or business case is at risk

Write down which option you have chosen and why, and revisit it every time MOFA updates the advisory, not only when a permit is due for renewal.

3. Duty of care, written down

Put these in the assignment letter itself, not a separate policy nobody reads before departure:

4. The short-visit model on a business visa

For many kitchens the lower-risk option is not relocating a chef at all: bring one in for a training block on the 70 day business visa (embassy issued, single or multiple entry, or single-entry e-Visa), and support a Myanmar head cook remotely between visits.

Be careful here: JETRO describes the business visa route for entry but does not set out, in a way we could confirm, where permitted business activity (inspecting, training, menu consulting) ends and employment needing a stay permit begins. Before relying on this:

This still needs local capability: a Myanmar head cook worth investing in, and a training plan, not just occasional visits. See training local staff in Japanese cuisine.

5. If you already have a chef there

For a group with an existing Yangon outlet and a chef already in place, the operating question is not whether to hire but how to keep the posting compliant and safe.

WhenStep
120 days before stay permit expiryOpen the DICA renewal file. Confirm the company's DICA registration is current and annual returns are filed; a lapsed registration cannot sponsor a visa (DICA announcement, 1 September 2025).
90 to 120 days before expirySubmit the DICA recommendation application: company extract, tax filings, the chef's CV, terms of reference, employment contract, qualifications and a staff list showing foreign and Myanmar employees.
On receipt of the recommendationApply to the Department of Immigration for the stay permit and multiple entry visa. Do not assume the new permit will match the length of the last one; JETRO records permits switching between 3 months, 6 months and 1 year in recent years.
OngoingRe-check the MOFA advisory monthly, not only at renewal, and keep the withdrawal trigger from section 3 current.

If a permit is issued for only 3 months, treat the next renewal cycle as starting immediately, not in 9 months' time.

6. What JETRO confirms about entry and staffing

JETRO's summary, updated 10 November 2025, sets out the following:

8. Copy-paste: the assignment letter

Use this as the basis for the written duty-of-care and withdrawal terms in section 3, alongside the employment contract:

Figures and terms that expire fastest: MOFA's advisory level (updated as events warrant; last checked here 16 December 2025) and the stay permit's actual granted length, which has changed more than once in recent years. The DICA process and JETRO's summary were last updated 10 November 2025. Re-check the advisory before every departure, not on a fixed schedule.

Frequently asked questions

Is it safe to send a Japanese chef to Myanmar right now?

MOFA rates all of Myanmar Level 2 or higher, with parts of several states at Level 3 (do not travel). That does not rule out sending staff, but it means written insurance confirmation, an evacuation plan and agreed withdrawal triggers before anyone travels, not after.

Do we need a separate work permit for a chef in Myanmar?

We could not confirm this. JETRO describes the DICA recommendation and stay permit for foreign staff but no separate work permit, and no official source rules one out either way. Get a dated answer from a Myanmar lawyer before assuming.

Can we support a Myanmar kitchen without relocating a chef?

Often yes, with short training visits on the 70 day business visa instead of a full posting. Confirm with a lawyer where training ends and paid cooking work begins, and have the Myanmar head cook do the cooking under supervision.

How long before an incumbent chef's permit expires should we start the renewal?

90 to 120 days before expiry, per JETRO's summary. Also confirm the sponsoring company's DICA registration and annual returns are current, since a lapsed registration cannot sponsor the visa.

What should a Japanese chef in Myanmar be paid?

We found no official wage data for Myanmar. Set the offer against what the same person could earn in a clearer, lower-risk market such as Thailand or Cambodia, then add a premium for the advisory level, not a discount for a thin local labour market.

General information checked in September 2026 against JETRO's summary of Myanmar's rules, MOFA's travel advisory and Japanese government statistics, not legal, immigration or security advice. Myanmar's procedures change without notice. Confirm current requirements with DICA, the Department of Immigration or a lawyer in Myanmar, and check MOFA's latest advisory before any travel.
