Hiring a Japanese Chef in Ottawa: LMIA, Wages and Ontario Rules

Ottawa is a government town with a smaller Japanese community than Toronto, and it shares a labour market with Gatineau across the river in Quebec. Both facts shape how a Japanese restaurant hires there. This guide covers the Ottawa specifics as of September 2026. 1. One CMA, two provinces

ESDC measures unemployment by census metropolitan area (CMA), and Ottawa-Gatineau is a single CMA that spans Ontario and Quebec. For low-wage LMIA applications submitted from 10 July to 8 October 2026, its rate is 6.7%. That is above the 6% cut-off, so ESDC will not process low-wage LMIAs for jobs located anywhere in the CMA.

Two consequences for restaurant owners:

• Crossing the river does not help. A site in Gatineau falls in the same CMA and the same refusal.
• The margin is thinner than in Toronto. Toronto is at 7.3%. Ottawa-Gatineau needs to fall by a little under a point to come off. ESDC updates the list quarterly, next on 9 October 2026. It is worth checking each update rather than assuming the refusal is permanent.

2. Ottawa wages: cooks earn more than in Toronto

Job Bank's hourly figures (updated 19 November 2025, reference period 2023 to 2024):

Chef pay is essentially the same as Toronto. The difference is in cooks: Ottawa's median cook wage is C$19.00, a dollar above Toronto and the Ontario median of C$18.00. That makes Ottawa one of the few Ontario regions where the typical cook earns noticeably more than the minimum wage.

The minimum wage itself changes soon. Ontario's general minimum is C$17.60 until 30 September 2026 and rises to C$17.95 on 1 October 2026. If you pay any kitchen staff at or near the minimum, update payroll for October.

3. The C$36.92 threshold and who it fits

The refusal only affects low-wage positions, those paid below Ontario's median wage threshold of C$36.92 an hour (effective 17 July 2026), about C$76,800 a year at 40 hours a week. A position paid at or above it goes into the high-wage stream, which the CMA list does not affect. It allows a permit of up to three years but needs a transition plan and four weeks of advertising in the three months before you apply.

Against Job Bank's high figure for Ottawa chefs (C$34.19), the threshold is C$2.73 above the top of the recorded range. That rules it out for most line and sushi counter roles. It can fit an executive chef or the head of a high-end omakase counter whose pay genuinely reaches that level.

4. Ontario rules you apply on the Ottawa side

An Ottawa restaurant follows Ontario's Employment Standards Act. Two sets of rules deserve attention when hiring:

• Job posting rules (since 1 January 2026). Employers with 25 or more employees must state pay or a pay range in public job postings, say whether AI is used in screening, say whether the vacancy exists, not require Canadian experience, and tell interviewed candidates within 45 days whether a decision has been made. • LMIA advertising rules. If you do run an LMIA, English or French are the only languages you may state as a job requirement. You can describe Japanese cuisine skills in detail, but you cannot require Japanese.

5. Hiring routes that work now

People already in Canada

Japan's Ministry of Foreign Affairs publishes city estimates only for the 50 cities with the most Japanese residents worldwide. Ottawa is not among them, while Toronto (18,101) and Vancouver (28,090) are. So the local pool is smaller, and recruiting across Canada, including in Toronto and Montréal, makes sense. Permanent residents and people on open work permits need no LMIA from you.

Working holiday (IEC)

Japanese citizens aged 18 to 30 can work for up to 12 months on an open work permit. The CMA refusal, the 10% cap and the advertising rules do not apply. Japan's 2026 quota was 6,433. See Canada working holiday for Japanese chefs.

6. Ontario's new nominee stream treats cooks as a trade

Ontario rebuilt its provincial nominee program in 2026. On 25 June 2026 it closed its eight previous streams and replaced them with a single Ontario Workforce Priority stream, which opened to expressions of interest on 4 August 2026. For restaurants the detail that matters is this: the stream lists Minor Group 6320 (cooks, butchers and bakers) and Unit Group 62200 (chefs) as skilled trades. For those occupations, a job offer in TEER 0 to 3 needs:

• CLB 5 in all four skills, instead of the CLB 6 required for most other TEER 0 to 3 jobs.
• A secondary school diploma or equivalent, instead of a post-secondary credential.
• Work experience, for example 6 consecutive months full-time in the job offer position with you within the last 12 months, or 2 years in the occupation within the last 5 years.
• A full-time, permanent job offer from an employer that has been in business for at least 3 years, has premises in Ontario and meets revenue and minimum staffing requirements based on location.

The stream uses points, including for hourly wage (from 0 points under C$20 to 15 points at C$40 or more) and time in the job. As of the latest update on Ontario's program page in August 2026, no invitation rounds under the new stream had been published. 7. Step by step

1. Set the real wage for the role and compare it with C$36.92.
2. Update pay for the 1 October 2026 minimum wage rise.
3. If you have 25 or more employees, check your job ad template against Ontario's posting rules.
4. Recruit across Canada, in Japanese and English, including working holiday participants.
5. Check the CMA list after the 9 October 2026 update; Ottawa-Gatineau is closer to the cut-off than Toronto.
6. For cooks you want to keep, review the Ontario Workforce Priority stream requirements, including language tests.
