Hiring a Japanese Chef in Portland: Oregon Wage Tiers and Pay

Portland has an established Japanese community and a restaurant scene that takes cooking seriously. For employers, it also has some of the more unusual wage rules in the US: a minimum wage that depends on which side of an urban growth boundary your kitchen sits, no tip credit at all, a lower sick pay threshold for Portland employers, and a metro area that crosses into Washington State with a different minimum wage again. This guide sets out the rules and pay data for hiring a Japanese chef in Portland as of September 2026.

1. Oregon's three minimum wages, and which one is yours

Oregon's Bureau of Labor and Industries (BOLI) sets three rates. For 1 July 2026 to 30 June 2027:

Rules that matter for a restaurant:

• The urban growth boundary decides it, not the city name. A site inside the boundary must pay at least the Portland metro rate. A roadside location in Washington County outside it may be on the standard rate. BOLI has an interactive map; check your address.
• No tip credit. BOLI states that tips cannot be counted as wages and that tip credits are illegal in Oregon. Servers and sushi chefs alike receive the full rate before tips.
• Minors get the full rate. There is no youth rate.
• It changes every 1 July, based on inflation.
• Staff working in more than one tier should typically be paid the rate for the county where they work 50% or more of their hours in a week, according to BOLI.

Large employers have one more rule. Oregon's predictive scheduling law applies to employers in retail, hospitality or food services with at least 500 employees worldwide. They must give written schedules at least 14 calendar days in advance and pay extra when they change them. An independent Japanese restaurant is outside it. A national chain opening in Portland may be inside it.

2. Across the river: Vancouver, Washington

The Portland-Vancouver-Hillsboro metro includes Clark County, Washington. Washington's 2026 state minimum wage is $17.13, which is higher than Oregon's Portland metro rate of $16.80. Washington changes its rate every 1 January; Oregon changes every 1 July.

Two consequences:

• A cook living in Vancouver can earn a higher legal minimum by staying on that side of the river. Your Portland offer needs to be comfortably above both rates to compete.

3. What chefs and cooks earn in the Portland metro

BLS figures for May 2025, via O*NET, for the Portland-Vancouver-Hillsboro metro:

Portland's cook market is stronger than its chef market, relative to the country. The cook median of $21.73 is about $3.75 above the national $17.98, and the 90th percentile cook earns $29.53 an hour, not far below the chef median. The chef median, $65,690, is only about $3,000 above the national figure.

In practice this means a skilled sushi cook in Portland is expensive, and the step up to head chef is smaller than in many cities. A cook who can run the sushi bar may already be earning $24 to $29 an hour. When you promote or hire a head sushi chef, the title alone will not justify the move; the pay needs to clear the top of the cook range, which points to $80,000 or more for an experienced itamae.

4. Sick time: the Portland threshold is lower

Oregon's sick time law (ORS 653.601 to 653.661) covers almost all employees:

• Employees earn at least 1 hour for every 30 hours worked, up to 40 hours a year. Employers may instead front-load at least 40 hours at the start of the year.
• Sick time is paid if the employer has 10 or more employees, or 6 or more if it has a location in Portland. Smaller employers must provide protected but unpaid time.
• Employees can use it after 90 days of employment.

A seven-person sushi bar in Beaverton, outside Portland, can offer unpaid sick time. The same bar in Portland must pay it. From 1 January 2026, sick time can also be used for blood donation through approved programs.

5. The Japanese community

Japan's Ministry of Foreign Affairs counted 5,232 Japanese nationals in the Portland metro as of 1 October 2025, 35th among cities worldwide. The number fell 4.2% on the year, the second largest fall among US cities in the ranking after Chicago (down 6.2%).

That is a real community, with Japanese customers who expect authentic food and some Japanese speakers who already have the right to work. It is also shrinking, so do not assume a Japanese-speaking sushi chef will answer a local ad. 7. A hiring checklist for Portland

1. Look up your address on BOLI's map. Inside the urban growth boundary, the floor is $16.80 until 30 June 2027.
2. Pay every employee the full rate before tips. There is no tip credit.
3. If you have a Portland location and six or more employees, sick time is paid.
4. Price offers against Vancouver's $17.13 as well as Oregon's rate.
5. Budget for strong cook pay, and set a head sushi chef's pay clearly above the top of the cook range.
6. Search locally, then regionally, then consider sponsorship.
