Hire a Japanese Chef in Qatar: Work Visa, Pay and Gratuity

Qatar has almost no local pool of Japanese chefs. The MOL and MOI steps for bringing one from Japan, how to set Doha pay with no official chef wage data, the QAR 1,000 minimum wage and its allowances, contract terms including a worked gratuity example, cost and a week by week schedule.

Updated September 27, 2026 WashokuJob

Qatar has almost no local pool of Japanese chefs, so plan an international search from the start. Hiring runs through the Ministry of Labour (recruitment approval, then contract authentication) and the Ministry of Interior (visa and residence permit). The QAR 1,000 minimum wage does not set a chef's pay; it only sets the floor for the rest of your kitchen. Build the chef's offer from what they earn in Japan, add relocation, and budget the end of service gratuity, three weeks' pay per year, from year one.

This page is for owners, GMs and Japanese head offices bringing a chef into Qatar, most often for a new opening. It covers the visa process, the minimum wage rules that affect the rest of your team, the labour law terms your contract must respect, and what one hire costs. For the neighbouring market, see hiring a Japanese chef in Dubai; for Saudi Arabia, see our Saudi Arabia guide.

1. A thin local pool, and the alcohol question

With a Japanese community of around 700 people, most already tied to an employer, you will not fill a head chef role locally. Plan an international search from the start, including Japanese chefs already working in Dubai, Singapore or Europe.

Before you build the concept, settle the alcohol question. Import and sale are controlled through Qatar Distribution Company, and on-premise service is available in practice only at licensed hotels and a small number of members' clubs; a standalone restaurant typically cannot get an alcohol licence. Confirm current practice with QDC or a local hospitality lawyer before you brief candidates on a bar programme.

2. How the work visa process runs

Hiring from abroad in Qatar involves two ministries.

  1. Ministry of Labour (MOL): labour recruitment approval. The company requests approval to recruit electronically. Qatar's government portal Hukoomi lists this as "Request to Issue Labour Recruitment Approval", with related services to amend or renew it.
  2. Employment contract. MOL runs an employment contract authentication e-service, which it has said now checks contracts automatically within minutes of submission.
  3. Ministry of Interior (MOI): visa and residence permit. The work visa and residence permit sit with MOI. Its Metrash residence permit service lists fingerprint and medical test steps among the cases it handles, so expect both before the permit is issued.

What we could not verify (checked 27 September 2026). Hukoomi and MOI publish the service names and the document lists, but not a consolidated schedule of fees or processing times that we could confirm from the official portals. Ask MOL or your company's government relations contact for current figures before you fix an opening date, and build slack into the schedule below until you have them.

3. What to pay a Japanese chef in Doha

We could not find an official Qatari wage statistic for chefs, and Doha does not appear in the regional cost surveys we checked. Set the offer in three steps instead of guessing at a market rate:

  1. Start from Japan. MHLW's 2025 survey puts regular pay for cooks in Japan at ¥286,600 a month plus a ¥351,600 annual bonus, about ¥3.79m a year. Price the move against the chef's actual pay slip, not a guessed "Gulf rate".
  2. Split the package. Basic salary, housing or a housing allowance, and food, each its own line. Qatar has no personal income tax; say so when you compare the offer with Japan.
  3. Benchmark against the region, not just Doha. A chef weighing Qatar is usually also weighing Dubai or Singapore. See sushi chef salary by country and our Dubai guide.

4. The minimum wage, and who it actually affects

Qatar's minimum wage, under Law No. 17 of 2020, came into force on 20 March 2021 and has three parts. It has not changed since, as far as we can confirm.

ComponentMonthly amountWhen it applies
Basic wageQAR 1,000Always
Food allowanceQAR 300Unless the employer provides adequate food
Accommodation allowanceQAR 500Unless the employer provides adequate accommodation

So the floor is QAR 1,000 with food and housing provided, QAR 1,300 with housing only, and QAR 1,800 with neither. A Japanese head chef is paid well above this; the floor sets pay for the rest of the brigade: kitchen helpers, stewards and junior cooks recruited from South or Southeast Asia. State in every contract whether food and accommodation are provided in kind, since that decides which floor applies.

5. Contract terms the law sets

Qatar's Labour Law, Law No. 14 of 2004, sets several terms that matter for a sponsored chef. The law has been amended since 2004; have your final contract checked against the current consolidated text before signature.

Worked example: a head chef on QAR 18,000 monthly basic wage who completes three years accrues roughly QAR 31,150 in gratuity (QAR 18,000 ÷ 4.333 weeks × 3 weeks ≈ QAR 12,465, times three years). Put a running gratuity line in your budget from signature, not resignation.

Since August 2020, Qatar has also removed the No-Objection Certificate requirement to change employer, so a chef can leave for a hotel group down the road without your consent. Retention has to come from the package, not a hold on the visa. See retaining Japanese chefs.

6. What one hire costs, first year

The lines below are what the law and wage rules require; "quote needed" marks a real cost we could not source officially.

7. Week by week to a start date

The sequence is what the ministries publish; the weeks are planning allowances, not confirmed processing times. Build in slack around the MOI visa step.

9. What to do this week

Figures that expire: MOL and MOI fees and processing times were not published where we could verify them and should be rechecked directly with the ministries. The QAR 1,000 minimum wage dates from 2021 and has not changed since. Qatarisation quotas under Law No. 12 of 2024 had not been published for restaurants specifically when we checked. Next check: March 2027.

Frequently asked questions

What is the minimum wage for a Japanese chef in Qatar?

QAR 1,000 plus QAR 300 for food and QAR 500 for housing where not provided in kind is a legal floor for the whole labour market, not a chef's rate. A head chef is paid well above it; the floor mainly sets pay for the rest of your kitchen.

How much does a Japanese chef earn in Doha?

No official figure exists, and Doha is not covered in the regional surveys we checked. Build the offer from Japan pay, about ¥3.79m a year including bonus per MHLW's 2025 survey, add relocation, and benchmark against Dubai.

What does the Qatar work visa process involve?

Labour recruitment approval and contract authentication through MOL, then the work visa and residence permit through MOI, including a medical test and fingerprints. We could not verify a consolidated fee or processing time list; confirm both before setting an opening date.

Can a Japanese chef in Qatar change employer freely?

Yes. Since August 2020, Qatar has removed the No-Objection Certificate requirement, so a chef can move without your consent. Retention has to come from the package, not a hold on the visa.

What is the end of service gratuity in Qatar?

At least three weeks' wage per year of service, after one year with the same employer (Labour Law Article 54). It grows every year the chef stays, so budget it from the start.

Can a standalone Japanese restaurant in Doha serve alcohol?

Rarely in practice. Alcohol runs through Qatar Distribution Company, and service is generally limited to licensed hotels and a few clubs. Confirm current practice before building a concept around a bar programme.

General information gathered from official sources in September 2026, not legal or immigration advice. Qatari procedures and fees change, and the Labour Law has been amended since 2004; confirm with the Ministry of Labour and Ministry of Interior before acting.
