Hiring a Japanese Chef for a Maldives Resort: Permits in 2026

In the Maldives almost every Japanese restaurant job is a resort job. The chef lives on an island, cooks for guests who have paid a great deal to be there, and may be the only Japanese speaker for hundreds of kilometres. That shapes both who will take the job and how you hire them. This guide covers the resort angle and the foreign employment rules as they stood in September 2026, including a regulation that took effect in December 2025 and a change to entry rules from 15 September 2026.

1. What a resort Japanese kitchen needs

A Japanese outlet in a resort is usually one of several restaurants run by the same kitchen organisation. That changes the job in three ways.

• Range. One chef may cover a teppanyaki table, a sushi counter and in-villa dining. Screen for breadth, not only for a single speciality. See hiring a teppanyaki chef and hiring an omakase sushi chef.
• Supply. Local fish may be available, but Japanese ingredients have to be shipped in, and a missed delivery cannot be fixed with a trip to the market. You want a chef who plans stock weeks ahead and can build a menu around what is actually on the island.

2. Selling an island job to a chef from Japan

The same features that attract guests put some chefs off. Be concrete in the ad and the interview about the things they will ask:

• Housing and meals. Where staff live, whether rooms are shared, and what the staff canteen serves.
• Days off and leave. How rest days work on the island, how annual leave is taken, and who pays the flight home.
• Contract length. Most Japanese chefs will want to know whether this is a one or two year posting and what happens after.
• Family. Whether a partner or children can come. Many cannot on a resort island, which narrows your pool to chefs who are single or willing to be apart.
• Pay in the right currency. Say whether salary is paid in US dollars or rufiyaa, and whether service charge is shared with kitchen staff.

3. The work permit system in 2026

Foreign employment in the Maldives runs through the government's Xpat online system. The main points we could confirm from official pages, as of September 2026:

The work permit fee is the employer's cost, not the employee's. Budget it for the full contract, because a lapsed fee also invalidates the linked work visa.

4. Recent changes that affect timing

• No switching in the country from 15 September 2026. Foreign nationals who enter on a business or special visa can no longer obtain a work permit while in the Maldives. The employer must secure a Work Permit Entry Pass before the chef travels. In practice this rules out flying a candidate in for a trial and converting their status afterwards. • Visa stickers ended. Maldives Immigration stopped recognising work visa stickers in passports after 23 November 2025. Only an approved e-Visa counts.
• A new regulation. The 2025 regulation replaced earlier rules. Press reports describe a list of jobs reserved for Maldivian citizens and changes to inspections and penalties. We could not read the full official text, so check with the ministry whether any kitchen role you plan to fill is affected.

5. What we could not confirm

We did not find, on official pages we could access, the current rules on security deposits per foreign employee, the exact quota fee, how kitchen jobs are categorised, or the employer's housing obligations under the 2025 regulation. Earlier regulations covered several of these points, but we are not quoting superseded figures. Ask the Ministry responsible for expatriate employment, or a Maldivian adviser, for the current text before you budget.

6. Step by step

1. Define the role: which outlets the chef covers, and whether they will train others.
2. Write an ad that answers the island questions: housing, leave, flights, contract length, family.
3. Interview and test remotely.
4. Confirm your quota in Xpat and check the current regulation for any reserved occupations.
5. Obtain the Work Permit Entry Pass before the chef travels.
6. Pay the work permit fee through MIRA and apply for the Work e-Visa within 15 days of arrival.
