Hiring a Japanese Chef in Mauritius: Occupation or Work Permit

In Mauritius the salary decides the permit. How the MUR 50,000 occupation permit threshold compares with the Ministry of Labour work permit route, and the extra documents hotels need.

Whether you run a Japanese outlet in a resort hotel or a restaurant in town, hiring a Japanese chef from abroad in Mauritius means choosing between two permit systems, and the salary you offer decides which one applies. This guide explains both as they stood in September 2026, including the harmonised occupation permit salary threshold the Economic Development Board (EDB) announced in August 2026.

1. The Mauritius hiring picture

Japan's Ministry of Agriculture, Forestry and Fisheries counted about 800 Japanese restaurants in the whole of Africa in 2025 and does not publish a figure for Mauritius. There is no official salary statistic for Japanese chefs on the island either, so we do not quote one.

With so few Japanese restaurants in the region, expect a small local pool of cooks trained in Japanese technique. Many employers will look abroad for the lead chef and train local cooks around them. 2. Two routes: occupation permit or work permit

Under the Non-Citizens (Employment Restriction) Act, a non-citizen may not work in Mauritius unless a valid permit is in force for them. For an employed chef there are two ways to get one.

Decide the salary before you choose the route, and do not set it just above the threshold without thinking about renewals. A chef who qualifies at MUR 50,000 in year one should still qualify when you renew.

3. The occupation permit and the MUR 50,000 threshold

The EDB's August 2026 newsletter says that under a new framework announced in the National Budget Speech, foreign professionals must earn a minimum basic monthly salary of MUR 50,000 to qualify for the Professional occupation permit, and that the threshold now applies across all sectors with no sector differences.

4. The work permit route for cooks and chefs

Below the occupation permit threshold, the employer applies to the Ministry of Labour for a work permit. The Ministry's published guidelines (the June 2016 version, which is the one on its site in September 2026) set out the main points:

A work permit alone is not enough. The Passport and Immigration Office says a person seeking employment may not be allowed to enter Mauritius unless they hold both a residence permit and a work permit. The residence permit application needs a sponsor letter from the employer and evidence that the work permit has been applied for, and must be made before the person enters or starts work. Someone already in Mauritius as a tourist cannot switch to employment. The Office also lists an annual employer fee of Rs 500 per non-citizen worker.

5. Extra paperwork for hotels and restaurants

The Ministry of Labour guidelines ask hotels and restaurants for two documents in addition to the standard file:

If you house the chef in company accommodation, the guidelines also require a valid Lodging and Accommodation Permit for that accommodation. 6. Step by step

  1. Set the basic monthly salary and decide the route: occupation permit at MUR 50,000 basic or more, work permit below that.
  2. Confirm with the EDB which threshold applies on your application date.
  3. For a work permit, place and keep the newspaper advertisements, and gather the hotel documents (Tourist Enterprise Licence, welfare fund receipt).
  4. Interview and test remotely.
  5. File the permit, then the residence permit if on the work permit route, before the chef travels.
  6. Check your staff accommodation permit if the chef will live on site.
