Updated September 27, 2026 WashokuJob

MAFF counts about 29,400 Japanese restaurants in North America in 2025, which it calls flat against about 28,600 in 2023. Behind that word, the US barely moved (26,360, +1%) while Canada grew fast (3,080, +18%). For an employer, the US market is close to saturated, so an opening usually means taking share and staff from an existing restaurant; Canada is still adding kitchens, so competition for experienced cooks is rising there, even as its work permit rules tighten.

This page is for a head office planner, group HR or researcher sizing the US and Canadian markets before an opening, expansion or hire. It covers MAFF's country-level count for North America and what the trend means for staffing. The global total and the world's top ten countries are on our overview of the MAFF survey and are not repeated here. US visa choice is on US visa options for a chef from Japan; the Canadian route and cost are on LMIA for a chef in Canada; pay data by market is on sushi chef salary by country.

1. North America in the 2025 count

MAFF counts about 29,400 Japanese restaurants in North America, against about 28,600 in 2023, and describes the region as flat. It is the second largest region after Asia, with about 16% of the world total of about 181,000.

2. What MAFF means by North America

In MAFF's tables, North America is the United States and Canada only. Mexico is counted in Latin America, with 7,430 restaurants in 2025; see our Latin America data article. If a pitch or business plan adds Mexico into a "North American market" figure, say so: it changes the total by roughly a quarter.

3. United States and Canada, 2023 and 2025

Country20232025ChangeShare of region, 2025
United States26,04026,360+320 (+1%)90%
Canada2,6103,080+470 (+18%)10%

MAFF rounds each country to the nearest ten. Two points stand out. Canada added more restaurants than the US in absolute terms (470 against 320) from a base one tenth the size, and is now tenth in MAFF's world ranking. The US is second in the world after China, but two years of 1% growth means new openings are roughly matched by closures: this is a market where you compete for an existing restaurant's staff more often than you fill a genuinely new role.

4. The regional trend since 2013

Country figures only exist from 2023; MAFF's 2023 table notes that earlier surveys were not designed for country publication.

Survey yearNorth AmericaChange from previous survey
2013about 17,000
2019about 29,400
2021about 31,200+1,800
2023about 28,600−2,600
2025about 29,400+800

The 2025 figure is back to the 2019 level but still below the 2021 peak. North America's share of the world total has fallen from about 31% in 2013 to about 16% in 2025, because Asia and Latin America grew much faster. This is a mature market: growth here comes from taking share, not from a rising tide.

Japan's Ministry of Foreign Affairs counts 416,380 Japanese nationals in the US and 75,316 in Canada as of 1 October 2025, more than any other country and fourth in the world respectively; Los Angeles and New York are among the world's top cities for Japanese residents. Full country and city figures are on our Japanese nationals abroad page. For city-level pay and candidates, see New York, Los Angeles, Vancouver and Toronto.

7. What it means for hiring

MAFF publishes this survey every two years; the 2025 edition was released 28 November 2025, so the next is expected around November 2027. US visa fees and Canada's LMIA wage thresholds and processing times are reviewed more often than that; check the linked guides before budgeting. Next check of this page: November 2027, or sooner if a linked guide's figures change.

Frequently asked questions

How many Japanese restaurants are in the US and Canada?

MAFF's 2025 survey counts 26,360 in the United States and 3,080 in Canada, about 29,400 for North America together. MAFF describes the region as flat against 2023.

Is Mexico included in "North America" restaurant figures?

Not in MAFF's tables. MAFF counts Mexico (7,430 restaurants in 2025) as part of Latin America, not North America. Adding it changes a "North American" total by about a quarter.

Is the US Japanese restaurant market still growing?

Barely. The count rose 1% from 2023 to 2025, which MAFF and the data both suggest is roughly matched openings and closures rather than net expansion. Canada, by contrast, grew 18% in the same period.

Which US visa should we use to bring a chef from Japan?

There is no chef-specific US visa. The route depends on your ownership structure and the chef's record: E-2 for a qualifying treaty enterprise, O-1B for a chef with a record of distinction, or EB-3 for a permanent hire through PERM. See our US visa options guide.

Why is Canada harder to hire into now than the restaurant count suggests?

Canada's LMIA process sets advertising and wage rules by province and by high or low wage stream, and these have tightened in recent years even as restaurant numbers grew 18%. See our Canada guide for the current route and cost.
